On Dec. 29, 1780, Congress appointed a committee of three to "Collect, and cause to be published, two hundred correct copies of the Declaration of Independence with the Constitutions or forms of government of the Several States, to be bound together in boards." It contains a greater portion of unsophisticated wisdom and good sense, than is, perhaps, to be met with in any legislative case that was ever yet framed. It is, in short, the book which may be considered the Magna Charta of the United States"--The Monthly Review.

Hinges cracked but both boards still attached by cords. Engraved bookplate on inside front cover with coat of arms and the name Lord Dinorben. Early ownership name 'Edw'd Hughes 1783' on first blank page. Frontispiece portrait of George Washington. Large moisture stain to bottom half of frontispiece portrait and title page. Conspicuous high-tide line across the middle of both pages, but hardly noticeable on either side of it. 472 pages + 1 page list of Presidents of Congress and 3 pages of ads for other Stockdale titles. More recent ownership name at the bottom of the title page, illegible. Some pen notes on rear endpapers. Contents begin with the now nearly forgotten Declaration of Rights, written over Peyton Randolph's name, resolved at the Continental Congress in Sept, 1774. It asserts their right to 'life, liberty, and property,' their legal English citizenship, which includes the right to participate in Legislative Council. It asserts their right to peacefully assemble, that the Crown keeping a standing army is against the law, and the the branches of government be independent of each other. The next item is the October 1774 Non-importation Agreement, signed by all the members of the Continental Congress at that time including John Adams and George Washington. This was the first colony-wide boycott of British goods, following the 1768 Boston Non-Importation Agreement and shortly on the heels of the Boston Tea Party (December 1773). The final of the pre-Declaration papers is the 'Last Petition to the King' from Sept 1775, signed by a much longer roster of Continental Congressmen, including John Hancock, John Adams, Patrick Henry, Benjamin Franklin, Thomas Jefferson (listed incorrectly as a Pennsylvania delegate), and others. The pagination of the book begins with the Declaration of Independence; then the Articles of Confederation; then the Constitutions of the 13 Colonies. The US Constitution itself had not yet been written. When this book was published, the Colonies were still operating under the loose framework of the Articles of Confederation. 
The Treaties section of the book contains the Treaty of Amity and Commerce with France (1778) and the 1782 Treaty with the Netherlands. On the owners of this book. Lord (Baron) Dinorben, William Lewis Hughes. 1767-1852. Welsh. Was the owner of the largest copper mine in Europe (Parys Mountain), and member of Parliament from 1802-1831. The signature on the first blank page, Edw'd Hughes is his father, the Reverend Edward Hughes, who was likely the original owner of this book, since the date is the same and the publication date, and young William was only 15 at the time. He Fought In The Battle Of Long Island, The Landing At Kip's Bay, The Battle Of White Plains And The Battle Of Harlem Heights, The Battle Of Princeton And The Siege Of Charleston During The American War Of Independence. At Princeton, His Nephew, Captain William Leslie Was Mortally Wounded. In 1780, He Was Sent To The Chesapeake Bay By Sir Henry Clinton In Order To "Make A Powerful Diversion In [Earl Cornwallis's] Favor By Striking At The Magazines Then Collecting By The Enemy . Light scuffing and shelf wear to boards, contemporary armorial bookplate on front pastedown. Offsetting to titlepage from frontispiece, later ink added to eyes in frontispiece portrait. Quite clean internally. Very good. Second British edition. A reissue of the first British edition printed a year earlier, with significant additions, including the "Declaration of Rights," and particularly interesting for the inclusion of several important treaties relating to the United States. The two French treaties of 1778 are added, followed by one of the first printings (certainly the first English) of the American- Dutch treaty of June 7, 1782. This commercial treaty was the first concluded by the United States with any power other than France, and opened the door to essential Dutch loans to the United States. Finally, there is a printing of the Provisional Articles of Peace signed by the U.S. and Great Britain in Paris on November 30, 1782. With very minor changes this became the final treaty signed the next year. These were first made public at the end of January 1783, and the present edition appeared shortly thereafter. The bookplate is that of Thomas Mytton, a Lincoln's Inn alumnus and collector, possibly a descendent of the Thomas Mytton of Shropshire who played a prominent role for the Parliamentary forces during the English Civil Wars.
